Events in the area of counterterrorism and homeland security have proceeded at a dizzying pace. Two decades that began with 9/11 – a terrorist operation carried out by a would-be global insurgency, al-Qaeda – have now brought us to a point where former revolutionary states have joined sub-state actors in strategic and even tactical approach. The vocabulary of counterterrorism has been expropriated by threats such as China, Russia, Iran, and North Korea even as their assault upon the post-World War II international order seeks its overthrow and replacement by tyranny labelled as “freedom.” Orwell remains prescient.
